We are a non-profit organization, created by private companies in Cartagena in order to provide aid to the unemployment, generating productive jobs throughout three basic components: Loans, Training, Advisory.

We work for the social development, helping the human growth of the small business owners, stimulating their creativity and efforts.

In 1989, Shell-Hocol together with ECOPETROL, the Canada Embassy and UNICEF brought the solidary methodology, which initially was operated by the Major of Cartagena.

In 1992, it was necessary to find a more efficient and interdependent way to operate the program. This is how Shell, Ecopetrol and the Chamber of Commerce found Corporation Actuar por Bolivar.

The appropriate support given by the private companies has helped more than 7.000 families with their sustenance and improvement of their quality of life.

Actuar is a private, non-profit organization. Our mission is to ensure comprehensive development of the individual and his/her family throughout loans, training, and advisory for small business.  Our ambitious purpose is to generate decent occupation for families and even for other people of the community, turning previously unemployed people into economically active members of the society.
